Persistent identifiers for individual data

I see on Wikipedia that DOIs can “identify a journal, an individual issue of a journal, an individual article in the journal, or a single table in that article”, but of the two general purpose repositories I’m familiar with (Zenodo and OSF), DOIs are only assigned at the project or project-version level and not the individual-file level. Does anyone know of a similar service or platform that offers DOIs for individual files, in addition to a DOI for the collection?

Quick followup: OSF automatically creates URLs that are supposedly persistent for both the project level and individual-file level, but they aren’t DOIs. So are they really suitable for long-term data citation?
