To turn on speaker diarization you have to turn it on in the “More options” section.
And then you can create an SRT file (importable into ELAN)
It seemed to do not terribly on my Frankenstein-ed go-to test clip of Obama and Hollande speaking French and English (multi-speaker, multi-language transcription).
